Job Position:-Project Manager (DOE Expertise)

Job Location:-Aiken, South Carolina (ON-SITE)

Job Description

Provide programmatic and technical support to NCP Capital Projects. Primary responsibilities include participation, as requested, in the review of strategic and programmatic plans, documents and concepts. Requested engagement will include conducting independent reviews and participating in project level status reviews and strategic discussions. The NNSA Capital Projects are contemplating moving toward a ring fence approach in which a large EPC executes the project (s) within the ring fence using its own processes, procedures, and automation tools. This concept is new at client and will require skillful forethought to arrive at the optimal construct. Senior level consultancy will be requested from the Advisor in helping to establish the optimal ringfence approach that best balances the use of commercial project management practices while also achieving DOE 413.3B, NQA-1 and nuclear safety requirements. Reviews may also include participation on internal readiness review teams examining the state of readiness by client to deploy the ring fence approach for a given functional area or at the project level. The advisor will not participate in meetings which include NNSA representatives.

REQUIRED QUALIFICATIONS

Education:
BS Degree in Engineering or Equivalent Technical Degree with minimum of 25 years of relevant experience.

Experience/Skills:
Candidate shall have minimum twenty-five (25) years of successful experience in project management and possess proven experience in the execution of capital projects consistent with DOE 413.3b.

Candidate shall have extensive knowledge and experience with the following:

  • Conduct of Project Management related policies, procedures, and requirements in the DOE/NNSA environment.
  • Conduct of Project Performance Measurement and Management including the practical application of earned value measurement systems to capital projects.
  • Department of Energy Orders and Regulations relative to project management and execution.

Candidates must be able to participate in reviews both remotely and, if required, at clinet location. It is preferred that the candidate be able to perform periodic field walk downs at client if requested.

These walk downs may involve construction sites with uneven surfaces and work in progress and walking for distances over half a mile.
Candidates must demonstrate strong mentoring/coaching capabilities, verbal and written communication skills, excellent listening skills, ability to work well with others in a team environment, and excellent planning and organizational skills.

Preferred experience:
Preference will be given to candidates with expert level understanding of DOE 413.3b and its implementation.

Education (1 Qualification)

Required Bachelor’s degree with emphasis in Business, Economics, Construction Management or Supply Chain Management.

Experience/Skills (8 Qualification records)
